No its not. It worked fine for me with IE8 & XP.
You have other problems and migrating to UNIX is not the answer if you cant figure out Windows.

I've used Unix, Linux every version of Windows since 3.1, so what do I
know?
I was just the senior tech with Sony/Ericsson because I'm thick.
And if Unix isn't the answer then why does NASA use it?
25 years in computers when a fast CPU was 8 Mhz means nothing then?
Can't figure out Windows?
