Is  there a replacement I can get for this whole assembly, either from 
Streetly or  MA (Markus) or a used one in good condition?  I don't even know 
what the  assembly is called...

Never seen that before.  What's the condition of the opposite  bracket?  
Perhaps the whole pad frame was bent back severely at one  time.
