Sounds to me like you need a multi channel analogue desk with some aux channels and subgroups, you hang a bunch of cheap digital delays off the auxs, turn them up to max feedback, feed the aux outputs back into a few desk inputs and put whatever sound source you like on the other inputs, which then feed into the aux channels.

High knobbage factor, high chaos factor, and open to any cheap and cheerful oscillator/drum/sample/microphone input you care for
