Hi, let me guess... power supply? If there's no +5 Volt line, then probably not everything is OK :-) It's logical it can't start without that voltage. Begin from there. Measure output voltage, check or change voltage regulator, change electrolytic capacitors for new ones... usual staff. Old linear power supplies are not so complex, and I would suppose there's such one, not switching one.
