I had some other suggestions that the problems could be the transistor arrays as well. I think both chips are available NOS. It may take me a while to get this on the bench (there is some construction going on at the house) but I will report back. As an aside, I had looked in to seeing if I could 'black box' replace the boards with Omni boards, the schematics look very similar but the board part numbers are different and the layout is slightly different.
