There's a mass of wires and a trimmer pot on the underside of the PCB. Looks like it might be a mod of some kind.
I'd like to see other photos of an EDC sr-99 board to compare. A schematic would help!

Couple of things to ask... are you running it on batteries or DC psu? Does it run in pattern play mode, ie is the clock running? Sometimes the 4011 needs to be the unbuffered version “UB or UBP” in these old memory rhythm machines...
