synth not turning on (update)

hey guys. so i posted about replacing a voice chip in my juno 106 and it worked for a while and then randomly shut off and has not powered up since. i tried checking for blown fuses, but i could only find one (f1) on the fuse board and that fuse is fine. the three fuses on the power supply board (f1-f3) are jumpered out of the circuit. so now i'm wondering what to do next. i haven't tested power supply yet. should i use my multimeter on the specific points in the power supply or fuse board? if so, where? do i turn the synth ON for this? thanks a lot guys! -johnny
