Pro-One filter issue...

I recently picked up a pro one, and I am fixing it up... It is all working beautifully except the filter is always open... it closes somewhat, but not nearly to the degree it should. I replaced the CEM3320 with an extra I had, no luck. Tested the cutoff pot, it is fine. I am wondering if one of the caps or resistors in series with the CEM3320 may be the issue... I tested the CV summer for the filter and thats fine too... Ugh.
It is so close to being an amazingly beautiful unit.
Any thoughts?
