Printed circuit subassemblies are relatively inexpensive compared to panel components (but still expensive). The business plan of providing multiple formats is fatally flawed because: It fundamentally eliminates the economies of scale for the most expensive components in the final assembly. That is the GAO version, and they would cap any project in a hurry that violated such economic good sense. On an artistic level, you do all the work required for 5 different modules, but at the end of the day, you still only have one module.
