It is the duration expressed in percentage of step resolution.  If
you're in grid edit looking at 16ths, a gate of 50% would be a duration
of a 32nd note followed by a 32nd rest.  75% would be a dotted 32nd,
followed by a 64th rest.

In ticks, that'd be 50% of 96 ticks (a 16th note) would be 48 ticks
long.
