I had this issue through many versions of Xp. It worked with XP Service pack one 
and with a USB 1 interface, along with the Midi In and Out connected to a 1x1 
USb midi device. I suggest XP sp3 if that is what your using and an interface 
that connects to the computer via USb for MIDI. Maschine, A Midi Keyboard with 
USB in/out, along with your USB connect to the CS should help the situation show 
up in the CS editor. Also I've head that USb 1 hub can help in addition. As your 
issue was the midi section connect any interface or sound card your using for 
external midi in/out to the cs, as well as having the unit connected should make 
a difference.

I have tried out disabling the USB2 support in the BIOS of the PC
(I think then it must work as a USB1 or 1.1 port) and still no 
communication in the Eloader, (yes, XP SP3).
Prodatum and Proteum (other Java based softwares) can't see the USB MIDI device either.

At this point I give up connecting directly the CS's USB port to this PC.
(As I remember there was no problem with my previous PC -Windows2000/USB1 
ports... just to confirm the USB2 port and the newer OS issue.)

Thanks for the intermediate device tip, I'm affraid I have to keep using 
the standard MIDI ports, I have no any instrument/controller with USB 
host ports.

ps.: One more thing (If anyone may continue the investigation):
during the installation of the EMU drivers,there were two device recognized:
E-mu USB device, Interface 0 and
E-mu USB device, Interface 1.
I don't know it means anything at all, but now I can see only
the interface 0 in the connected USB devices window.
Maybe that inactive interface 1 could casue the problem?

I typed up a detailed reply, but it got lost. (I clicked on something before I got the "reply posted" message.) I will try to reconstruct it another time. I know I have posted the same thoughts, so perhaps they are in the archives.  Key points: 
(1) Carefully clean up device drivers (including unneeded hidden ones--don't get rid of the needed ones), but esp. get rid of e-mu usb drivers in device manager to do a clean install.
(2) Make sure E-Mu is off and its usb is not connected.
(3) Print out e-loaded/usb installation instructions; do them step-by-step, putting check marks after each step.
I know how frustrating it can be.
