anyways i might have specs on the new encoders soon.

Sounds like a switch bounce issue. Without specs on the new encoders I can only guess.
I am curious as to why the de-bounce caps have to be changed out? 
You could try changing out U6 and U13.  These are 74LS14 chips. (74HC14 will work fine). 
They are available from digi-key and cost very little money.  I have found this fixes a lot of troublesome 
encoders on Xpanders/M12s

hey does anyone know why the new encoders i had put in would settle (click) on even or odd numbers?
you can see the in-between numbers as you turn them but they won't click on 1,2,3,4,5,6.
with a little fiddling you can get them to change from odd/even , so it's not a total disaster but they are certainly not working as they should and it's frustrating.
i spoke with syntaur and they were extremely helpful but we still are in the dark.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
