Hey All,

I have had a situation where I thought the encoader was acting up.
" display does not react when turning encoader or slow response". After
some digging with a scope I discovered its not the encoader at all 
but the schmidt trigger chip interfaced to the encoader. This part is 
available and inexspensive. My guess is static damages the chip.
I don't remember the exact part number but If needs be I can look it up 
on the schematic. If your not sure, just swap it out with the chip from 
the encoader next to it and see if the problem moves over.
