[sdiy] Build a Tape Flanger?

Looked up "flanging" and "Phil Spector" on google, and got a number of
references to the "The Big Hurt" by Toni Fisher, with Phil Spector as the
producer, as being the first commercially released recording with flanging
(Phil Spector's finger on the tape reel).
