Do it like ARP (sequencer) and Yamaha (CS-80):
Use two partial DAC circuits, one for semitones and one for
ocatves.
Then make the semitones adjustable. (12 pots)

Or do it like Sequential Circuits (Prophet 5, Rev. 3):
Use an ordinary DAC with reasonable resolution,
and adjust the semitones in software.
(The P5 uses 12 of its front panel pots for programming
alternative tuning in a special mode. I've forgotten
the details, tried it only once.)
