If all you want are equally tempered scales with a non standard
number of notes per octave, an A/D driving a D/A with a common
variable reference voltage should do the trick. This would control
exponential oscillators and you simply adjust the reference for
the number of notes per octave you want. If you want micro-tonal
scales, use reasonably high resolution converters and add some
switches that allow you to disable the lower D/A bits in order to
make large quantization adjustments.
