That's sort of correct.  The driver for the interface implements running 
status.  So most sequencing applications will send full note on and note 
off messages to the API, which calls the driver and converts to running 
status when possible.

But, also of note is the fact that several major sequencing applications 
will transmit a group of notes that occur simultaneously or very close 
together in time as a sysex string, because this is more effective in terms 
of performance (latency).
