An arpeggio is when the notes of a chord are played out one at a time
(instead of all at once), and usually repeated over and over. So, you can
see that an arpeggiator is a device that will play an arpeggio. On most of
them, you just hold down a chord and the synth plays the notes out one at a
time. Most arpeggiators have settings for the rate and mode (up, up and
down, down, some even have a random setting).

No idea, but the price sounds too good to be true. Item is either a scam,
stolen, or being sold by someone who has absolutely no idea what it is
worth.
