I would imagine that you just can't do it using discreet caps. Do you know
what the approximate value would have to be of one of those caps in order
for it to be effective? I realize that it must be depend on the R component
of the storage cell also.

I don't know the history of BBDs, but considering that they are essentially
a long row of 500, 1000, 2000, 4000, or even 8000 capacitors in a row, I
don't think that you'll see them in a discrete form any time soon.  That
said, I suppose it's possible... kinda like walking barefoot on broken glass
is possible...
