I've done a lot of orders from All Electronics - my synth has a lot of 
their parts.  I've bought a lot of pots from them, although not 15 cent 
ones. They are a surplus house, and often do have very good deals. In 
general I've found their stuff of high quality in that it is not 
misrepresented, broken, etc.  That being said, there are various ranges 
of quality on pots as they are manufactured. I think the particular pots 
you are referring to (#LPT-100K on their website) have plastic shafts 
and are PC mount (no panel bushings). Pots with these characteristcs 
usuallly are pretty cheap.  The ones I've bought from them are the steel 
shaft 1/4" with bushings (go for 50 cents) and also some of their 6mm 
shaft pots.
Another thing I've bought a lot of from All Electronics are 3.5mm front 
panel jacks (#SJW-2  20 cents each in 100's).
Their shipping is quick (well, at least for me - I live in the same 
state they are located in), they have a lot of good deals, and they get 
the orders straight. Highly recommended.
