OR he had a cut and stuck that on the connection.
Certainly 12V isn't going to do much. One of the guys at work used to hang
himself across the 120V DC output of the UPS battery pack (yes 120V of giant
lead acid cells) for fun. Stupid, yes, because there is a risk at that
voltage. Obviously he had a high skin resistance. And then there is the
fellow who used to repair B&W tube sets by sticking his fingers across the
resistors to see which had gone open....
