The SC-01A does do phoneme to phoneme blending.
The SC-02 seem to be a little easier to find, but still very rare. Artic does
still sell boards with the SC-02/Artic 263 chip on them.

Most boxes with those chips in them are collectiable now. Be kinda like
buying a Minimoog just to rip out the ua726 for something else...
You can buy a Votrax box on ebay for typically $45-$90 which will have
either an SC-01 or an 02 in it.
If you havent seen it, http://www.redcedar.com/sc01.htm is a good source of
voice info. Down at the bottom there is a link to a current production
chip which IMHO sounds horrible, the Winbond WTS701.
http://www.robotprojects.com/voice/voice.htm is a good link if you want
to see what old voice modules had what chip. And if you want to play with
the TI chip, theres a guy on Ebay selling a nifty box. It has a CPU that
does text to speech and hammers that into one of the TI chips. Nice
plastic box and all, no documentation tho. I bought one and just havent
had the time to dissassemble the code to see how to make it work. And the
company that sold them is long gone. Someone like Pacific Educational
Systems.
