There is never going to be a really cheap prototyping service, in Australia or 
anywhere else.
If money is a problem, then toner transfer is the only way. There are a LOT of
step by step illustrated guides to this on he web, either using Press-N-Peel
Blue or cheapass substitutes (which some say work just as well).

For feedback on any specific PCB manufacturer, try a search in Google Groups.
