use pulse 1 or 2 out of the 250 and only program a pulse for every X stages.

Example:

1. Create an 8 stage loop on the 250
2. Clock the 250 with the pulse output of the 281e
3. Configue the pulse 2 output of the 250 so that it only fires a pulse on stage 1

You now have a clock divider that outputs 1 pulse for every 8 from the 281e.  This is a simple example, but you can get all kinds of fancy with it.
