Why is it that out of the 3 momentary switches only the top one
transient, works without being plugged in?

I'm not sure I understand the question.

Are you talking about being triggered from the internal buss?

I assume you mean 'with no trigger plugged in'? 

The short answer is 'this is by design'.

The middle position is transient - a rise followed by a fall upon receipt of
a trigger.  The top position is transient repeating, with no input trigger
required (but a trigger input will still work).
