Got it,

After a very entertaining and productive phone call from Charlie, we 
tracked it to a output enable line that was connected to the wrong pin.

A little bit of solder work and wazoom, up she goes.

BTW the answer was:
A0-n to A0-n
D0-7 to D8-15
CSPAR - 8bit port
CSn - upper byte
