Not many budget mixers offer 'true' stereo sends - you'd need to use both sends in parallel AND your FX processor would need to effect each channel individually. Again, not typical for a budget FX processor. The EQ and Pan settings are applied equally to both the left and right sides of a pair - this isn't going to be a problem so long as you avoid the 'everything in stereo mish mash' that Mike alludes to in his post.
