I assume there´s no difference.
The "simple" box is manual switching where the more expensive and complex boxes had preset programmability and recall via remote controller and/or MIDI prg.-change commands as also the ability to send dedicated progam changes per midi channel to the devices being
connected to it´s MIDI outputs.
Sometimes, there were more additional features like mergable inputs and other midi data processing.

If you need any midi matrix at all depends on you midi hardware configuration planned.
So,- if you p.ex. only have one or very few soundmachines available, you probably don´t need it.

What kind of latency difference is there between using a simple box
like this, vs. direct-hookups between Atari (/notator/midex) & sound-
machine?
