 I synced two Ataris, both running Smptetrack, and had my 32 outputs. No stopping there. I've synced my Mac and PC's too.
Used the Atari synced with Acid, Digital Performer, Cakewalk, etc.

 There may be some situations where you really need more than 16 outs from one Atari, but this covers my needs.

I don't know but maybe it works the other direction. Maybe your 
sequencer and smpte software can work with the Steinberg Midex Driver?!?
