Studio (assembler) and avr-gcc and WinAVR (gcc port to windows) are all free. Plugins are not needed. Studio has its own editor. WinAVR comes with something like Programmer's Notepad. Studio is in the 8-bit micros section of Atmel website. Google will find the others.
