Thanks Cat & Tim, <<Laugh, scream, curse>> The internal oscillator was enabled! Apparently if the reset went wrong in just the right way, it would use the external oscillator I have connected. That is why 7372800Hz / 256 / 64 = 70Hz ! Thanks again for the support.
