AVR-Chat

I want to build a reader for Blink cards, and other contact-less
credit cards.  
I think they're ISO 14443 RFID compliant.


I looked at AVR's web site on the subject, and I'm not clear on what
frequency of radio I need, or what the development kit options are. 

Can anyone recommend a good AVR development platform ?
