Jim,
The typical military temperature specs can make it a challenge. We ran into this several years ago when designing a system that was to fly on the Predator drone.  It had to operate -70C!
 
We got the customer to promise that they'd never power up at less than -40C. That gave our internal heaters time to warm things up. Of course, when your design is attached to a jet engine, you basically have an infinite amount of power available and keeping things warm wasn't a problem.  

Now, keeping things cool at the high end, (I think the spec was +75C), was another story.

  That's what I'm concerned about. In addition one of the requirements specifies the unit needs to work down to -45 degrees C
  and the atmel parts are only spec'd to -40C.
