I always thought RESET was also required to program a chip with JTAG.

JTAG only uses 6 pins (Vcc, Gnd, TCK, TMS, TDI, TDO). An alternative would
be to use a 6-pin header and/or a finer pitch header and then make an
adapter cable from that to the standard 10-pin 0.100" pitch JTAG connector.
