Yes, I believe that is correct, RESET is not needed for debugging, only programming. Actually, that may be true. I currently have the JTAGICE MkII connected to a device using only the six pins I mentioned. That is sufficient for JTAG debugging but it may not be sufficient for programming. Either way, using a finer pitch header and an adapter may solve the space issue.
