Yes, you need to use high-voltage programming with the Tiny11. There is a 
Yahoo group devoted to this, in connection with a recent Tny11 bulk buy:

I've been working with the Tiny11 and used a '2313 for initial prototyping, 
so that I could use ISP.

I've just designed and made a PCB for programming the SOIC version of the 
Tny11.
