Low cost is a general term, the STK-500 is about $80. It use to come 
with 8515 microcontroller IC. Chris, lcdpublishing, just purchased 
one. Chris what IC came with your STK-500?

None but AVR Studio 4.xx is free from Atmel and supports it. It 
compiles programs writen in assembly.
GCC WIN-AVR is a free C compiler but for a first timer I feel it is 
kind of hard to use. BASCOM-AVR (Basic) and CodeVision AVR (C) have 
demo versions that are mostly full featured except for limited to a 
small amount of code.
