Graduated from a third world country and living and working in a first world
country I can safely say that "asking lame questions " is a universal
behaviour. It is frustrating and does wastes time but getting angry does not
help at all. 
You are right, the situation is made worse by the "commercial colleges"
where teachers read out electronics and other stuff as if they are telling
some story without any regards as how to put things into practise.

As sad as it is.. I must admit that I have a friend who is not just an
instructor/"professor" at one of those "commercial colleges", he is in fact,
the department chairman, and he doesn't know as much about his subject than
I'd expect from a sophomore student..
