AT-Tiny26 suddenly won't run

I'm working on a project using an AT-Tiny26. It has been working fine.
But now the Tiny26 seems to not want to run any more. It can be
programmed and read back fine, both in SPI mode and on a parallel
programmer. All the fuse bits are set correctly to the default 1MHz
settings. We have written a very simple program which just wiggles a pin
up and down. But it just won't run. This is the second time this has
happened - the first time, we replaced the Tiny26 and all was OK again. 

Anyone seen this before? It almost looks like some setting is wrong.
