I know that SPIEN default value is 0 to allow Low-voltage Serial Programming
Mode is ENABLED but AVRStudio  shows it with a ? inside a gray box. 

Is because AVRISP can’t read it?

STK500.exe help says that -I frequency is the way to modify this parameter.

The SPIEN fuse must be left in its default programmed state or ISP
programming is disabled.
