"RAT" stands for Remote Access Terminal. Although it is PIC-based, what they are doing is essentially having the PIC actually perform the modem functions and other activities with as little reliance on external hardware as possible. There is no reason why the same ideas could not be applied to the AVR. Also, there is no reason I can think of that would keep you from using more than one AVR in the project, i.e., one acts like the modem, the other does the dialling, etc. Basically, what I am getting at is see how much you can do in software.
