Ideally, on-board as part of the testing process.

There are programming houses who can provide a service to pre-program parts & repack in tubes/reels
- I got a quote a couple of years ago ago for 8-pin PICs, and I think cost was something like
GBP0.10 (~US$0.18) each plus a 1-off setup fee.
