Hey there;

Found out what the problem is.  I never hook up the VCC pin on my
programming headers and Atmel tells me that the avrisp MK II has to have it
connected to the target's power line in order to get the correct voltages
on the ISP lines.  If I want to make any of my boards work with this
programmer I will have to go back and retrofit all of them to supply a
voltage to this pin.  This is actually mentioned in the Avrstudio's help
files but not in the manual for the programmer itself.  

Mystery solved.
