As far as I know, IBIS is for a system-level simulation: http://download.micron.com/pdf/technotes/TN0007.pdf It is SPICE-like but includes circuits with very complex logic devices such as micros, CPLD, etc. You can describe the internal functionality of a device (the "code" it runs) but it is designed to describe voltages and currents with respect to time in circuits. It is often used with professional software packages such as MentorGraphics with system-level simulation.
