He obviously means 5v logic to RS232.
MAX232 is a great chip I have used loads of times.

If the latter, most of the analog interface companies have a couple of
lines. I like Maxim's parametric search, but TI, Linear, and probably
Analog Devices make them. I think I search on "voltage level
conversion ic" or "ttl conversion ic".
