Start reading the STK500 docs about High Voltage Parallel Programming
then :-)

Maybe be it is just the case the you have switched the fuse for
EXTERNAL CLOCK and all you need to do is to activate the clock
circuit of the STK500. How were you running the chip before?
Internal 1MHz clock?
