The STK500 and the Dragon make a good combination.

The Dragon will do ISP, JTAG and HVPP programming
as well as DW debugging (similar to ICD for pic)
and JTAG debugging for chips with up to 32K of flash.

The STK500 will do ISP and HVPP programming and includes
sockets for pretty much all DIP AVRs, so it's a simple
proto typing board.

Of course you can make do with just an AVRISP (don't get junky,
non Atmel types please) and a chip on a bit of veroboard too.
