Hi Eric,
 Sounds like the relay on the output board might be the problem.
This is a small usually clear plastic covered relay. It can be 
by-passed for a quick repair. The relay disconnects the audio output
briefly at power up because there is a speaker ripping spike in the 
audio. A weak link in the audio chain, but necessary to save your 
amp. 
 See if your tech can simply bypass this, then don't have your amp on 
at power up/down. (I never do anyway.)The relay should have 8 pins, 
2 are the power for the relay, the other 6 is a DPDT switch. 2 are the
stereo audio signal, 2 go to the left and right output thru a resistor
and the other 2 connect the signal to ground thru resistors. Simply 
jump the signal to the output. Or replace the relay with a suitable
unit.
 To test if this is the problem, have your tech, probe the relay for 
the audio signal. If the signal is clean there at the relay, then you
found the problem.
