I'm pretty sure that I have all parameters exactly as you describe;
but mine sounds more like a BASS bass than a bass drum (there's no
attack and the decay is really long).

My settings:
OSC3: F=C   S=1   L=100
FIL:  F=164 E=0   A=0   D=23 S=0   R=70
VCA:  F=100 E=100 A=0   D=32 S=0   R=26
ENV3: A=0   D=OAF A=0   D=25 S=0   R=0
FB/LFO(1-4)/DELAY: all values set to 0

and the sequence:
100 0 100 0 100 100 0 100
100 0 100 0 100 100 0 0

Am I doing something stupid here (very likely)?
