I don't think that your Evolver is defective. If you stop a sequence and restart the sequencer via an external start command it will not restart from the first step of a sequence but a the point where it had been stopped before. I don't know if that can be called bug or if it is a feature. In Cubase I can avoid this by sending a note together with the start comand. Then the sequencer starts at the beginning of the sequence.
